The Janjaweed are both "cleaning" the land of non-Arabs and viciously combating the rebellion while receiving impunity from the government in Khartoum, de Waal said.

The Janjaweed has been a key force in the government's campaign in Darfur "that has resulted in the murder, rape and forced displacement of thousands of civilians," said Human Rights Watch, a nonprofit organization particularly concerned about Darfur.

Genocide in Darfur

Racial Motivation of the Genocide. Reports state the African Arab Janjaweed shout racial slurs as they destroy the villages, claiming that they will kill all non-Arab "Africans" or "Blacks". While both the Janjaweed and Darfurians have black skin, the Janjaweed persecute the Darfurians because they are non-Arabs.

One refugree told New York Times columnist Nicholas Kristof that "the Arabs want to get rid of anyone with black skin... There are no blacks left [in the area I fled]."

That the Janjaweed are bad guys is beyond doubt — they precipitated a conflict that has killed 200,000 and left 2 million homeless in four years, and their own catalogue of atrocities includes mass murder, wholesale rape and burning of "enemy" villages. The same is true of the Sudanese government, which has instigated and supported the Janjaweed reign of terror, and also of Beijing, which shows ruthless cynicism by shielding Khartoum from international sanction in keeping with its insistence that countries should be left to manage their own internal affairs — a position driven by its desire to protect its oil interests in southern Sudan.

The Janjaweed first emerged in 1988 after Chadian President Hissène Habré, backed by France and the United States, defeated the Libyan army, thereby ending Col. Muammar al-Gaddafi's territorial designs on Chad. Libya's Chadian protégé, Acheickh Ibn Omer Saeed, retreated with his Arab militia forces to Darfur, where they were hosted by Sheikh Musa Hilal, the newly-elevated chief of the Mahamid Rizeigat Arabs of north Darfur. Hilal's tribesmen had earlier smuggled Libyan weapons to Ibn Omer's forces. A French-Chadian incursion destroyed Ibn Omer's camp, but his weapons remained with his Mahamid hosts, along with an Arab supremacist ideology associated with the Libyan-sponsored ˜Arab Reunion'.

Homemade genocide... The large district of Noba, populated by many black Muslims, was served its portion of horrors. The Muslims, should they be black, are not granted any favors. Since the rise to power of radical Islam, under the spiritual guidance of Dr. Hassan Thorabi, the situation has worsened. This is probably the worst series of crimes against humanity since WWII. We’re talking about ethnic cleansing, deportations, mass murder, slave trade, forcible enforcement of the laws of Islam, taking children from their parents and more. Millions have become refugees. As far as is known, there are not millions of publications about the Sudanese ‘Right of Return’ and there are no petitions by intellectuals negating Sudan’s right to exist.

Sudan's president appoints Janjaweed leader as adviser

Blow to Darfur peace talks as militia chief rewarded Hilal under UN ban and facing war crime charges

...A tribal sheikh described as "the poster child for Janjaweed atrocities in Darfur" has been given a senior government position by the Sudanese authorities. Musa Hilal, who is accused of leading militias on a state-sponsored campaign to cleanse parts of Darfur of non-Arab farmers, will act as special adviser to the minister of federal government.

The appointment was made despite Hilal facing a UN travel ban and sanctions for his role in the conflict, and ahead of his possible indictment by the international criminal court for war crimes (ICC).

...rights groups allege that Hilal ran training camps for fighters and was present at the scene of several large attacks on villages in north Darfur. As part of its case against Harun, prosecutors at the ICC described Hilal as a "notorious militia/Janjaweed leader" who spoke alongside Harun at a militia rally in 2003, making a "very racist" speech in which he talked of "holy war". The court is planning to issue more indictments and Hilal is thought to be high on the list of candidates.

...Then there is the use of rape as a weapon of war by Arab militias in Darfur. The racial component of rape in Darfur has been well-documented at this point. In a typical example, here is what three Fur women--the Fur are the largest African tribal group in Darfur--told Doctors Without Borders: "We saw five Arab men who came to us and asked where our husbands were. Then they told us that we should have sex with them. We said no. So they beat and raped us. After they abused us, they told us that now we would have Arab babies; and if they would find any Fur, they would rape them again to change the color of their children." Racist epithets are typically hurled at women and girls, who are often gang-raped and then scarred to mark them as rape victims--a terrible burden in Darfur's conservative Muslim ethos. Can there be any denying that such ethnically targeted rapes fall under the Genocide Convention's admonition that "[c]ausing serious bodily or mental harm to members of the group" constitutes genocide?

Moreover, because of the stigma that attaches to raped women, marriage and thus child-bearing becomes impossible for many. And, for some victims, especially younger girls, ensuing medical complications make child-bearing physically impossible. Which means that these rapes clearly meet yet another definition of genocide contained in the U.N. convention: "[i]mposing measures intended to prevent births within the group."


In addition, children, as well as women, are continually abducted by the Janjaweed. This, too, is a genocidal act under the convention, which prohibits "[f]orcibly transferring children of the group to another group."

On June 30, 1989, Lieut. Gen. Omar Hassan al-Bashir, a military leader in Sudan, seized power in a bloodless coup backed by Islamists. He assumed the presidency in 1993.


Mr. Bashir has been vilified in the West and blamed over the years for cozying up to Osama bin Laden, abusing human rights and unleashing death squads in Darfur, the war-racked region of western Sudan. Last year, he was charged by the International Criminal Court with crimes against humanity.

In announcing his request for a warrant, the prosecutor in the case, Luis Moreno-Ocampo, said that Mr. Bashir had "masterminded and implemented" a plan to destroy three main ethnic groups in Darfur, the Fur, the Masalit and the Zaghawa. The prosecutor said that the president, responding to attacks by rebel groups seeking greater autonomy, had used government soldiers and Arab militias and had "purposefully targeted civilians" belonging to these groups, killing 35,000 people "outright" in attacks on towns and villages
